      Attention! The European Union has added three standards for toy safety testing methods

      On February 26th, 2025, european committee for standardization (CEN) issued three standards for toy safety testing methods. The purpose of the three test method standards issued this time is to check whether the toy materials meet the limit values in Appendix C of Annex II of EU Toy Safety Directive 2009/48/EC.

      Details of three new standards are as follows:

      1. EN 71-15:2025 "toy safety-part 15: formamide (content) in foamed toy materials"

      This standard stipulates the maximum allowable content of formamide in foamed toy materials and its corresponding test methods.

      2. EN 71-16:2025 "toy safety-part 16: some chlorine-containing and phosphorus-containing flame retardants (TCEP, TCPP, TDCP) in toy materials"

      This standard specifies the restrictive conditions and testing procedures for specific chlorine-containing and phosphorus-containing flame retardants in toy materials, including tri (2- chloroethyl) phosphate (TCEP), tri (chloropropyl) phosphate (TCPP) and tri (dichloropropyl) phosphate (TDCP).

      3. EN 71-17:2025 "toy safety-part 17: some isothiazolinone (MIT, CIT, BIT) in water-based toy materials"

      This standard covers the limit requirements and test methods of specific isothiazolinone preservatives-methyl isothiazolinone (MIT), chloromethyl isothiazolinone (CIT) and benzisothiazolinone (BIT) in water-based toy materials.

      Different from the previous EN 71-9, EN 71-10 and EN 71-11, these three new standards will be given the status of national standards of CEN member countries, and any national standards that conflict with them are expected to be replaced by August 31, 2025 at the latest. After being approved by the European Commission, these standards will be published in the Official Gazette of the European Union (OJEU) and will be used as the harmonized standards of toy safety directive 2009/48/EC.

      Effective date of standard

      Before August 31, 2025, the old standards will be completely abolished, and relevant enterprises must complete the product compliance upgrade before that.
